Right-to-Know Law:

Under the Commonwealth of Pennsylvania’s Right-to-Know Law (RTKL), public records of the Borough of Franklin Park (Borough) are generally available to those who request them.

A “Public Record” is any information, regardless of its physical form, that is legally created, received or retained to document a transaction, business, or other activity of the Borough.  Exemption from disclosure generally applies if:

  • Provided for under Section 708(b) of the RTKL;
  • Any other Federal of State law, or regulation or judicial order or decree protects it from being deemed public information; or
  • The information is legally protected by privilege.

Online Privacy Policy:

The Borough is committed to maintaining our online user’s privacy, and we have carefully selected the Software As A Service (SAAS) providers who effectively deliver our website, permitting, code enforcement, and other key software services.  The purpose of this policy is to explain the types of information we gather, how we use that information, when or if it may be disclosed, and any choices you have regarding our use of and/or your ability to correct the information.

If you send an email, complete an electronic form, and/or attach or upload documents or other files requested or required on a form, the information will be used to provide the service or answer the inquiry.  The software system in which this data is entered and stored is the same whether you use the website, email, or the online portal to submit the data electronically or if you provide physical or verbal information to one of our employees who enters the data into the system. 

In some cases, the information is shared with other government agencies or, as in the case of building and zoning permits, with a 3rd party inspection agency or a hearing board (such as the Borough Zoning Hearing Board, the Planning Commission, or the Building Code Board of Appeals) in the normal course of providing the service or information requested.  We also use information collected for statistical and demographic purposes.

  1. Information collected for statistical purposes.
    • Each visit to our website and online software services automatically collects information about the visit such as date, time, browser, and various technical Internet Protocol data.
    • Data from each user session is collected in our user logs and is used for statistical purposes.
  2. Information required when using interactive online forms, applications, and functions.
    • This includes information such as but not limited to name, address, telephone number, and other personal and business data, as required for the service or application used.
    • We limit our data collection to that which is necessary to provide the service that you are requesting.
  3. Use of cookies.
    • We use cookies in applications to keep track of a user’s online session and make it possible for you to complete a form, return to a form, and/or use the full functionality of the service software provided.
  4. Disclosure to third parties.
    • As a municipality we are governed by applicable public records laws of the Commonwealth of Pennsylvania.
    • Any information that we receive electronically is subject to the same provisions as information received verbally or on paper. Aside from these provisions, we do not sell your personal identifying information to third parties.
    • We disclose only in aggregate statistical analyses or demographics of users to third parties outside the normal course of the service you requested.
    • We will not otherwise release the information to third parties unless we are legally required to do so for a law enforcement investigation, public records requests, or other legal proceedings.
